Can you travel around Montenegro without renting a car?

Yes, but a coast-and-mountain itinerary is much easier when long transfers and activity pickups are arranged in advance. This route uses a driver rather than relying on frequent intercity buses; it is designed for travellers who do not want to navigate, park or drive mountain roads.

Overnight bases

Nights 1–2

Kotor or Tivat

Walkable waterfront access and a convenient start for Boka Bay.

Nights 3–4

Budva

Walkable Old Town and coordinated transfers to Lake Skadar.

Realistic driving times

These are planning ranges, not promises. Summer congestion, roadworks, mountain weather, local traffic and scenic stops can extend every journey.

Is this route right for you?

This route includes

Pre-arranged private transfers and activity transport where stated in the final quotation.

Best for

Families, groups, non-drivers and travellers who prefer one local coordination contact.

How Silver Firs works

Silver Firs designs and coordinates the journey and remains your local planning contact. Individual activities are delivered by selected local operators, who manage their guides, equipment, safety procedures and on-the-day decisions. Final timings, inclusions and responsibilities are confirmed in writing.

Before you finalise the route

Keep outdoor days flexible. Confirm mountain access before a Durmitor excursion, agree a land-based alternative if a boat trip cannot run, and avoid a long mountain transfer immediately before an early flight. For families, confirm child ages, suitable safety equipment and activity restrictions with the operator before payment.

Frequently asked questions

Do I need a rental car in Montenegro?

Not when private transfers, touring and activity pickups are arranged in advance. A rental car is useful but not essential.

Can I use only public buses?

Buses connect major coastal towns and some inland destinations, but schedules and last-mile activity access can make a multi-region trip difficult.

Are airport transfers included?

Only when listed in the final written quotation. The itinerary can be quoted with arrival and departure transfers.

Can I change hotels less often?

Yes. This route uses three bases; a two-base version can use Budva and Žabljak with longer day trips.

Who confirms activity pickup?

Silver Firs coordinates the arrangement, while the selected operating partner confirms the final meeting point, timing and operational requirements.
